Daniel Leal - Brazilian Treasury Department

Undersecretary of Public Debt
Daniel Leal is the Undersecretary of Public Debt at the National Treasury of Brazil, where he leads the federal government’s debt policy and strategy. He is responsible for planning and executing bond issuances in domestic and international markets, managing sovereign liability risks, and engaging with investors and credit rating agencies. With over a decade dedicated to strengthening Brazil’s debt management framework, Mr. Leal has previously led both the domestic and external debt desks and coordinated the Treasury’s debt operations. He played a key role in landmark initiatives such as Brazil’s project for integration with Euroclear, the issuance of sustainable sovereign bonds, and the creation of the Tesouro Renda+ savings instrument. Mr. Leal has demonstrated strong leadership during periods of economic uncertainty and crisis, consistently prioritizing transparency, efficiency, and innovation. His experience also includes the private financial sector, where he served as a fixed income strategist at BGC Liquidez. He holds a degree in Mechanical Engineering and an MBA in Finance.
