Paula Espinosa - Ministry of Finance Mexico
General Director of Financial Operations
Paula Espinosa is a financial professional with 12-year experience in both domestic and international markets. She currently serves as the Managing Director of Financial Operations at the Ministry of Finance of Mexico, where she is responsible for executing the annual financing plan for the Federal Government, covering both internal and external markets. She leads refinancing operations to optimize debt maturity profiles and reduce funding costs. Additionally, Paula is involved in developing strategies to diversify the investor base and implementing quantitative models to strengthen debt management decisions.
Previously, Paula held the position of Director of Local Credit Issuance and Institutional Investors at the Ministry of Finance, overseeing key projects to enhance the local financial system, including the fixed income market and the issuance of Mexico's first sustainable bonds in local currency. She also managed a $611 billion debt portfolio and executed various debt management strategies, receiving multiple awards, including "Sustainability Bond of the Year" in 2022.
Before her work in the Ministry of Finance, Paula was the Head of Long-Term Investments at the Mexican Social Security Institute (IMSS), where she managed a $10 billion portfolio and implemented new financial instruments. In the private sector, she served as a portfolio manager for local fixed income and foreign currency funds at ACTINVER for 4 years.
Paula holds a Bachelor's degree in Financial Administration from the Instituto Tecnológico y de Estudios Superiores de Monterrey and is a CFA ESG charter holder.
