Rafael Herz is an economist from the Free University of Berlin and the German Development Institute, with a specialization in International Finance from the University of North Carolina, USA. He began his professional career at the World Bank, focusing on private-sector provision of infrastructure and public services.
He later joined the Government of Colombia, where he was primarily responsible for private investment initiatives in road concessions, power projects, mobile telecommunications, and the development of the hydrocarbons sector. Over the course of his career, he has held several executive positions in both the public and private energy sectors in Colombia and the United States.
More recently, he served as President of AngloGold Ashanti in Colombia, and as Vice President of Operations and Sustainability at the country’s hydrocarbons industry association. He currently works in the structuring and investment banking division of the National Development Finance Corporation (FDN), where he also serves as Acting President.
Rafael has held positions on various Boards of Directors in Colombia and abroad, particularly in companies within the infrastructure sector. He is also a columnist on international economic and political issues in the Colombian press.
