Francisco is one of the most experienced and knowledgeable executives in Colombia’s infrastructure sector, particularly in project financing, concessions, and the structuring of transactions aimed at the privatization of energy companies and concessions. He has over 25 years of experience in both the public and private sectors. Since 2019, he has served as President of the Financiera de Desarrollo Nacional (FDN), Colombia’s infrastructure development bank, where he has led the financing and structuring of several projects of national and regional importance. He was a founding partner of the Ashmore Infrastructure Fund, one of the pioneers in Colombia. He created and led Concesia S.A.S., a vehicle through which the Ashmore Fund and the Colpatria Mercantile Group could participate as equity investors in the 4G program, ultimately being awarded a project within the Program. He served as Vice President of Investment and Portfolios at Corficolombiana, where he structured and designed the conceptual and operational model for investment funds and participated in the oversight of portfolio companies. Francisco was Director of Infrastructure and Head of the Energy Division at the National Planning Department, where he was responsible for guiding infrastructure sector policy and developing major investment projects. At the Ministry of Finance and Public Credit, he led the Special Projects Group, which coordinated processes for private capital involvement, privatizations, and the second generation of concessions—marking a shift toward the importance of structuring and providing sufficient information. He has served on the boards of several public and private organizations. He holds a degree in Civil Engineering from Universidad de los Andes and three master’s degrees: one in Urban Economics from the London School of Economics, and two from the Massachusetts Institute of Technology (MIT)—one in Civil and Environmental Engineering and another in Technology and Public Policy.
