Mahmoud Hadhoud - Ministry of Finance of Egypt

Head of Bank Finance & Investment
Mahmoud is a Head of Bank Finance and Investment Unit at Egypt's Ministry of Finance, where he serves as a consultant to the Minister of Finance on various financial and investment policies. As head of the unit, he oversees state-owned enterprise offerings and capital markets transactions, monitors the Ministry's investment portfolio domestically and internationally, coordinates bilateral and syndicated financing arrangements, supports financial restructuring of SOEs, and provides strategic recommendations to the Minister and senior leadership. During his tenure at the ministry, he oversaw the Government's IPO program and asset sale initiatives, participating in landmark transactions including the E-Finance IPO, stake sales in Abu Qir Fertilizers and Telecom Egypt, among other equity transactions. He has structured and closed $7.5 billion in commercial financing, including sustainable and Islamic solutions, and participated in several ECA backed transactions for major infrastructure projects. He has driven financial restructuring initiatives for key state-owned entities including EGPC, NIB, EEHC and MSMEDA. He also served as a member on the national committee overseeing Egypt's transition plan from LIBOR and currently serve as a member of Egypt’s external debt committee. Previously, he spent over four years in the banking sector at QNB Egypt and Crédit Agricole Egypt.
